The tenant pays it upon move in and the homeowner simply sees it go in and then out as a fee on his/her first statement. And yes, this is a deduction that can be used against the year end 1099. The cost for this service is only 80% of the monthly rental rate if you have signed up for property management and 100% if we are only providing our tenant placement service.
